DELETION OF SANGGUNIANG KABATAAN (SK) VOTERS TURNING EIGHTEEN (18) YEARS OLD ON OR BEFORE FEBRUARY 21, 2015 IN THE EXISTING SK LISTS

WHEREAS, Republic Act No. 10632 also known as "An Act to Postpone the Sangguniang Kabataan Elections on October 28, 2013, Amending for the Purpose Republic Act No. 9340, and for Other Purposes" dated October 3, 2013, postponed the conduct of the October 28, 2013 Sangguniang Kabataan (SK) Elections to a date to be determined by the Commission on Elections (Commission) between October 28, 2014 and February 23, 2015;

WHEREAS, in accordance with the timeline provided in Rep. Act No. 10632, the Commission plans to hold the SK Elections on February 21, 2015;

WHEREAS, to implement said law, the Commission promulgated Resolution No. 9791 dated October 2013, wherein it resolved among others to:

"Direct all officials fot the Commission and its deputies to preserve and maintain all documents, forms and supplies pertaining to the October 28, 2013 Sangguniang Kabataan Elections that are in their custody, until further orders from the Commission."

WHEREAS, prior to the postponement of the SK Elections in 2013, the Offices of the Election Officer (OEOs) have already encoded the names of qualified SK voters after approval by the Election Registration Board (ERB) last August 12, 2013. The SK Computerized Lists of Voters were generated and printed as well;

WHEREAS, due to lapse of time, there are voters listed in the SK Computerized Lists of Voters who turned beyond the mandatory ages of fifteen (15) to seventeen (17), hence, there is a need to identify voters turning eighteen (18) years old on or before February 21, 2015;

NOW THEREFORE, by virtue of the power vested in it by the Constitution, Republic Acts No. 8189 and No. 10632 and other related registration laws and resolutions, the Commission on Elections RESOLVES as it hereby RESOLVED to DIRECT all Election Officers (EOs) and Acting Elections Officers (AEOs);

  1. To identify SK Voters who are already beyond the mandatory ages of fifteen (15) to seventeen (17) on or before February 21, 2015 and prepare the corresponding list;
  2. To submit a report on the number of SK voters as of July 2013 based on the attached format (Annex "A"), to the Office of the Provincial Election Supervisors (OPESs) for consolidation, thereafter, submit the consolidated report to the Election and Barangay Affairs Department (EBAD) through email at ebad@comelec.gov.ph or ebad_comelec@yahoo.com or any fastest means available on or before August 15, 2014; and
  3. To submit the list to the ERB after the conduct of Incremental SK Registration of Voters on October 20, 2014 for deletion.

Let the Election and Barangay Affairs Department implement this Resolution.
