GUIDELINES ON THE ONLINE SUBMISSION OF APPLICATION FOR REGISTRATION IN PILOT AREAS TO SUPPLEMENT RESOLUTION NO. 9853
WHEREAS, the Commission on Elections (Commission), on July 8, 2014 approved in Minute Resolution 14-0491, Guidelines on the Online Application Form Submission on iRehistro.com";
WHEREAS, there is a need to incorporate the said guidelines in the RULES AND REGULATIONS ON THE RESUMPTION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS, VALIDATION AND UPDATING OF REGISTRATION RECORDS FOR THE MAY 9, 2016 SYNCHRONIZED NATIONAL, LOCAL AND ARMM REGIONAL ELECTIONS AND OTHER REGISTRATION POLICIES;
NOW THEREFORE, the Commission on Elections, by virtue of the powers vested in it by the Constitution of the Republic of the Philippines, Republic Acts No. 8189, the Omnibus Election Code and other election laws, RESOLVED, as it hereby RESOLVES to incorporate the following guidelines on the online submission of application for registration to supplement the RULES AND REGULATIONS ON THE RESUMPTION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS, VALIDATION AND UPDATING OF REGISTRATION RECORDS FOR THE MAY 9, 2016 SYNCHRONIZED NATIONAL, LOCAL AND ARMM REGIONAL ELECTIONS AND OTHER REGISTRATION POLICIES:
- Areas for pilot testing. - The online submission of application for registration shall be pilot tested in all districts of Quezon City.
- Types of application covered. - The following types of application are covered by this project: 1) Registration, 2) Transfer/Transfer with Reactivation, 3) Reactivation and 4) Change/Correction of Entries.
- Requirements in the implementation. - The Offices of the Election Officer shall be provided each with a separate laptop or PC and an internet connection that will connect to the COMELEC internal website.
- Online submission of application. - The applicant shall:
- Access the web application on the iRehistro.com and fill-out the specified Online Application Form Submission (OAFS) and print copies thereof.
- Select from the open schedule his/her preferred date for biometrics capturing; otherwise, the system will set a default date.
- Be required to enter his/her own valid email address; otherwise the application is not accepted.
- Notification. - upon submission of the application, the applicant will receive confirmation email indicating therein the date of biometrics capturing and attached thereto a copy of the accomplished application form.
The concerned Office of the Election Officer (OEO) will likewise receive notice of the application. - Downloading of applicant's demographics data. - After receipt of the email notice from the ITD, the Election Officer shall:
- Access the COMELEC Internal Website and using a separate PC or laptop, not connected to the Local Area Network, download the records of those applicants who applied for OAFS;
- Restore the downloaded dump file in the OAFS database in the workstation assigned for the purpose;
- Locate the record of the applicant from the OAFS database and transfer it to the VRS database for the capturing of the applicant's biometrics data.
- Validation. - On the confirmed date, the applicant shall appear before the Office of the Election Officer to validate the application and/or have his/her biometrics taken and present the following:
- Printed copy of the accomplished application form; and
- Valid identification document.
An applicant who fails to appear during the confirmed schedule may still be accommodated in another date, provided that other applicants who are scheduled to validate and/or to have their biometrics captured on said date shall be given priority. In case the applicant fails to appear on or before October 31, 2015, the application shall be deemed incomplete and shall not be submitted for consideration in the Election Registration Board (ERB) hearing. - Nationwide implementation. - Online submission of application form may also be implemented in other areas subject to the completion of the Network Infrastructure Project of the Commission.
This Resolution shall take effect seven (7) days after its publication. The Education and Information Department (EID) is hereby directed to cause the widest dissemination of this Resolution and its publication in two (2) daily newspapers of general circulation in the Philippines.
Let the Election and Barangay Affairs Department and the Information Technology Department implement this Resolution.
