IN THE MATTER OF AMENDING THE MODIFIED FIVE (5) DAY REGISTRATION WORK WEEK SCHEDULE IN SECTION 2, RESOLUTION NO. 9853 ENTITLED "RULES AND REGULATIONS ON THE RESUMPTION OF THE SYSTEM OF CONTINUING REGISTRATION OF VOTERS, VALIDATION AND UPDATING OF REGISTRATION RECORDS FOR THE MAY 9, 2016 NATIONAL, LOCAL AND ARMM REGIONAL ELECTIONS AND OTHER REGISTRATION POLICIES"

WHEREAS, in Resolution No. 9853, the Commission En Banc adopted the modified five (5) day registration work week in the field offices in the conduct of registration, validation and updating of registration from Sunday to Thursday, in connection with the resumption of the system of continuing registration of voters from May 6, 2014 to October 31, 2015;

WHEREAS, the said Resolution likewise provides the authority of the Commission to adjust or suspend the registration period when necessary;

WHEREAS, based on the output for the period May 6, 2014 to July 6, 2014, of the modified five (5) day registration work week it shows low turn-out of registration, validation and updating of records during Sundays in cities and municipalities nationwide, except in the National Capital Region and Highly Urbanized Cities;

WHEREAS, the Commission foresees that the low turn-out of registration, validation and updating of registration records during Sunday will forestall its objective to register all qualified voters and to validate the 9.4 million registration records without biometrics data;

WHEREAS, the failure of the 9.4 million registration records without biometrics data to undergo validation will result in the deactivation of their records in the last Election Registration Board hearing scheduled on November 16, 2015.

NOW THEREFORE, by virtue of the power vested in it by the Constitution, Republic Act No. 8189 and No. 10367 and other related registration laws and resolutions, the Commission on Elections RESOLVES as it hereby RESOLVED to amend Section 2 of Resolution No. 9853 with respect to the modified five (5) day registration work week in the field offices, as follows:

  1. To revert to the original registration work week from Sunday to Thursday to Monday to Friday effective August 18, 2014, inclusive of holidays, from 8:00 o'clock in the morning to 5:00 o'clock in the afternoon.
  2. To direct the field offices to render overtime services during Saturdays, from 8:00 o'clock in the morning to 5:00 o'clock in the afternoon, exclusively for the conduct of MANDATORY satellite registration and validation of registration records in the barangays in their respective area of jurisdiction; except in the city and municipalities of the Province of Lanao del Sur (LDS) where there shall be no satellite registration in accordance with Minute Resolution No. 14-0369 dated May 27, 2014. Instead the Offices of the Election Officers (OEOs) of LDS shall continue to conduct registration during Saturdays.

RESOLVED FURTHER, that the foregoing Resolution will apply to all cities and municipalities nationwide, except in the National Capital Region and Highly Urbanized Cites. For reference, please see attached Annex "A" List of Highly Urbanized Cities nationwide.

This resolution shall take effect seven (7) days after its publication in two (2) daily newspapers of general circulation in the Philippines. The Education and Information Department is hereby directed to cause the widest dissemination of this Resolution and its publication.

Let the Election and Barangay Affairs Department implement this Resolution.
