Resolution No. 9730

WHEREAS, on 18 June 2013, the Commission on Elections (Commission) promulgated Resolution No. 9715 scheduling the filing of applications for registration of voters or transfer of registration on July 22 to 31, 2013;

WHEREAS, there is a need to procure application forms for use in the said registration;

WHEREAS, it was earlier proposed that Minute Resolution No. 11- 0404, where the application forms for registration shall be procured at the regional level through Regional Election Directors (RED), be adopted for purposes of expediting the procurement of registration forms;

WHEREAS, in Minute Resolution No. 11-0197 the Commission approved the granting of petty cash funds (PCF) to field officials for the reproduction and photocopying of registration forms, in areas where there is shortage/lack of registration forms, subject to the following conditions:

1. Election Officers shall ensure that the non-availability of registration forms is based on the inventory report, allocation of forms for the city/municipality by the Allocation Committee (ERSD), and the actual number of forms already used either approved/disapproved by the ERB, as reflected in the Quarterly Progress Report (QPR):
2. Reproduction/photocopying of registration forms (application for registration / transfer /reactivation /correction /change /reinstatement of names) shall only be enough to cater actual or expected number of applicants, but not to exceed 1,500 sets for cities and 1,000 sets for municipalities for every kind of registration form, unless otherwise when necessary;
3. The cost of reproduction/photocopying of forms shall not exceed P2.00 per set;
4. All Election Officers shall submit a report to their respective Provincial Election Supervisors (PES) copy furnished the Regional Election Directors (RED) indicating among others the inventory report, actual allocation from the Allocation Committee and the number of forms reproduced/photocopied; and
5. The Election Registration Board (ERB) shall include in the minutes of hearing/meeting the number of reproduced/photocopied forms duly approved/disapproved.

WHEREAS, it appears that the adoption of Minute Resolution 11- 0197 is more beneficial to the Commission at this point, in terms of time, funding and delivery costs;

NOW, THEREFORE, the Commission, by virtue of the powers vested in it by the Constitution, the Omnibus Election Code and other election laws, RESOLVED, as it hereby RESOLVES to:

1. Authorize the Election Officers nationwide to reproduce/photocopy the registration forms to be used in the resumption of the system of continuing registration of voters on July 22-31, 2013, subject to the following conditions:
   1. Election Officers shall reproduce/photocopy such number of registration forms (application for registration / transfer /reactivation /correction /change /reinstatement of names) as determined by the Allocation Committee (ERSD) for each city/municipality, unless additional forms are necessary:
   2. The cost of reproduction/photocopying of forms shall not exceed P2.00 per set for CEF1-A, 1-B. 1-C, and 1- D, and .64 per set for CEF 1-E;
   3. All Election Officers shall submit a report to their respective Provincial Election Supervisors (PES) copy furnished the Regional Election Directors (RED) indicating among others the actual allocation from the Allocation Committee and the number of forms reproduced/photocopied;
   4. The Election Registration Board (ERB) shall include in the minutes of hearing/meeting the number of reproduced/photocopied forms duly approved/disapproved; and
   5. The cash advance to fund the reproduction/photocopying of registration forms shall be subject to the usual liquidation and COA auditing rules;
2. Direct the Allocation Committee to allocate the registration forms on a per city/municipality basis;
3. Direct the Finance Services Department (FSD) to issue cash advances to Election Officers nationwide to fund the reproduction/photocopying of registration forms, in the amount of P2.00 per set for CEF1-A, 1-B. 1-C, and 1-D, and .64 per set for CEF 1-E, to be multiplied with such number of sets as allocated by the Allocation Committee on a per city/municipality basis;

Let the Office of the Deputy Executive Director for Operations implement this Resolution.
