Resolution No. 9726

WHEREAS, on 18 June 2013, the Commission on Elections (Commission) promulgated Resolution No. 9715 scheduling, among others, the;

1. filing of applications for registration of voters or transfer of registration on July 22 to 31, 2013; and
2. last day to constitute the members of the Board of Election Tellers (BETs) on September 9, 2013;

WHEREAS, in furtherance of the abovementioned scheduled activities, there is a need to immediately purchase/reproduce the following election supplies and form:

1. For the filing of registration of voters or transfer of registration:
   
   
   1. Thumbprint takers;
   2. Ballpen; and
   3. Compact Disc-Recordable (CD-R);
2. For appointment of BETs: CEF No. 5 and 5A;

WHEREAS, in various Memoranda dated 18 June 2013 and 29 June 2013, Director J. Thaddeus P. Hernan of the Administrative Services Department (ASD) submitted the following specifications and price quotations for the following pertinent supplies and form:

NOW, THEREFORE, the Commission, by virtue of the powers vested in it by the Constitution, the Omnibus Election Code and other election laws, RESOLVED, as it hereby RESOLVES to:

1. Authorize the Election Officers nationwide to draw cash advances in the order to purchase the needed election supplies for the resumption of the system of continuing registration of voters on July 22-31, 2013, and to reproduce/photocopy/print CEF No. 5 and 5A, subject to the following conditions:
   
   
   1. Election Officers shall purchase such number of thumbprint takers ballpens, and CD-Rs, for the registration of voters, and reproduce/photocopy/print such number of CEF No. 5 and 5A, as determined by the Allocation Committee (ERSD) for each city/municipality, unless additional supplies/forms are necessary:
   2. The specifications as provided in the Memoranda of Director Hernan shall only serve as guidelines for the purchase thereof; however, in so far as the prices/costs ceilings are concerned, it should not be more than:

   3. All Election Officers shall submit a report to their respective Provincial Election Supervisors (PES) copy furnished the Regional Election Directors (RED) indicating among others the actual allocation from the Allocation Committee and the number of supplies/form bought/reproduced/photocopied;
   4. The cash advance to fund the procurement/reproduction of the herein supplies and form shall be subject to the usual liquidation and COA auditing rules;
2. Direct the Allocation Committee to allocate the thumbprint takers, ballpen, CD-R and CEF No. 5 and 5-A on a per city/municipality basis;
3. Direct the Finance Services Department (FSD) to issue cash advances to Election Officers nationwide to fund the purchase/reproduction of the herein supplies and form, using the unit prices as stated in par. 1 (b) hereof, to be multiplied with such number as allowed by the Allocation Committee on a per city/municipality basis.

Let the Office of the Deputy Executive Director for Operations implement this Resolution.
