ACTION PLAN FOR THE RESUMPTION OF VOTERS' REGISTRATION IN CONNECTION WITH THE 2013 BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS

WHEREAS, the Barangay and Sangguniang Kabataan Elections will be held on 28 October 2013 ["28 October 2013 BRGY and SK Elections"];

WHEREAS, the Commission has started to prepare for the upcoming 28 October 2013 BRGY and SK Elections;

WHEREAS, the Commission directed Director James Jimenez of the Education and Information Department to submit his Voter Education plan vis-a-vis the resumption of voter registration for the 28 October 2013 BRGY and SK Elections;

WHEREAS, on 20 June 2013, Dir. Jimenez submitted his action plan, viz:

Mass Media Ads in Tabloids Reminders to Register; Dates of Registration; Registration Requirements EID-produced Will request publication for free, as a Public Service Announcement
Voice Clips for Radio The Commissioners giving reminders to Register; Dates of Registration; Registration Requirements EID-produced Will be marketed to various radio networks for airing either as a Public Service Announcement or as part of their news packages.
Video Clips for TV The Commissioners giving reminders to Register; Dates of Registration; Registration Requirements EID-produced Will be marketed to various radio networks for airing either as a Public Service Announcement or as part of their news packages.
Internet Video Clips for TV The Commissioners giving reminders to Register; Dates of Registration; Registration Requirements EID-produced Re-purposed for the internet; to be uploaded on YouTube and publicized on existing COMELEC social media channels
"Bakit ako magpaparehistro" video-making contests A 15-second video clip where a person explains why he is registering to vote in the Barangay Elections Constest will be promoted from June 24 to 30; Contest will run from July 1 to 19; Winners to be announced on July 22 at a presscon called for the purpose. By submission Mechanics:
  1. "Like" the COMELEC "2013 Barangay Elections" Facebook Page
  2. Upload a 15 second video of yourself explaining why you will register for either the Barangay or SK Elections
  3. Video MUST include a reminder to register to be eligible for a prize
  4. Videos that showcase how Barangay and SK officials can improve communities will have an edge in the selection of winners.
  5. Videos that campaign for anyone will be automatically disqualified and will not be featured on the site
  6. 3 best videos each from Luzon, Vizayas and Mindanao will be chosen 1st Prize P10,000; 2nd Prize P7,000; and 3rd Prize P5,000
On-the-Ground School Tour Flyering Reminder to Register; Dates of Registration; Registration Requirements; LOCATION OF REGISTRATION CENTERS; Section 4c notice EO-produced Mechanics:
  1. EID produces 8.5" x 5.5" inch template and distributes same to EOs
  2. EOs customize the template and print-out a sufficient number of copies for distribution at key areas in their localities, e.g., Market places, City/Barangay Halls.
  3. At least 50 copies must be made always available at the local EO's office, for walk-in clients to take-away if so desired.
Circulars Draft circular notices to be submitted to faith-based groups, civic organizations, and Barangay Associations A letter from the Chairman giving a Generic Reminder to Register; Dates of Registration; Registration Requirements EID-produced and disseminated Will request faith-based groups, civic organizations, and Barangay associations to read and share. Copies of the letter will be sent to all Election Officers; to be customized, and distributed to Barangay associations in their respective areas.

NOW, THEREFORE, in view of the foregoing, the Commission, RESOLVED, as it hereby RESOLVES, to approve, subject to such changes and/or modification that it may deem proper, the foregoing action plan for the resumption of voter registration in connection with the 2013 BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS proposed by Dir. James Jimenez.

Let the Education and Information Department implement this Resolution.
