Resolution No. 9478

WHEREAS, the Commission on Elections (COMELEC) pursuant to Joint Resolution No. 3 of the Congress of the Philippines which was adopted on June 11, 2012, scheduled the conduct of the general registration of voters in cities and municipalities in the provinces of Autonomous Region in Muslim Mindanao (ARMM) on July 9, 2012 to July 18, 2012;

WHEREAS, the voting centers used in the October 25, 2010 Barangay and SK Elections shall be established as registration centers with at least one (1) Voter Registration Machine (VRM) per registration center and where the personnel of Non-ARMM will be deployed during the ten (10) day registration period;

WHEREAS, for effective implementation of the rules and regulations, policy and guidelines relative to the supervision, monitoring and deployment of personnel and VRMs in the conduct of the general registration of voters in the ARMM areas, there is a need to create a Task Force 2012 ARMM General Registration and to confirm the designated Registration Centers and Deployment of VRMs and COMELEC Non-ARMM Personnel who will act as Augmentation Election Officers (AEO) and Encoder/Operators in cities and municipalities of ARMM;

NOW THEREFORE, pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, Joint Resolution No. 3, Republic Act No. 8189 and other related election laws, the Commission on Elections has RESOLVED, as it hereby RESOLVES, as follows:

1. Annex "A" - Organizational Structure Task Force 2012 Autonomous Region in Muslim Mindanao (ARMM) General Registration, comprising the Regional Oversight Committee, Regional Monitoring and Action Center as per attached; and
2. Annexes "B" to "B4" - Registration Centers Established and Deployment of VRMs and COMELEC Non-ARMM Personnel for the Provinces of Lanao del Sur, Maguindanao, Basilan, Sulu and Tawi-Tawi, who will be designated as AEOs and Encoders/Operators as per attached.

Any changes in the source, deployment and assignment of (a) VRMs within the same municipality, and (b) personnel in the registration centers due to health and other valid reasons, shall be approved by the Chairman or Commissioner In-Charge of the province upon recommendation of the Regional Election Director concerned.

RESOLVED further, to direct the Finance Services Department to allocate and provide the necessary financial requirements in accordance with the approved budget for the said general registration of voters subject to Commission on Audit rules and regulations.

RESOLVED furthermore, to direct the Executive Director to issue the corresponding Directives to the personnel to be deployed and provide the concerned Regional Election Directors with a copy of the designated Registration Centers and Deployment of Non-ARMM COMELEC Personnel.
