Resolution No. 9441

WHEREAS, there is a move for the annulment of the Books of Voters of the entire Autonomous Region in Muslim Mindanao (ARMM), and the conduct of general registration as a consequence thereof;

WHEREAS, Section 39 of Republic Act 8189 provides for annulment of any book of voters not prepared in accordance with the provisions of this Act or was prepared through fraud, bribery, forgery, impersonation, intimidation, force or any other similar irregularity or which contains data that are statistically improbable ;

WHEREAS, the Senate and the House of Representatives in a Joint Resolution resolved to annul the book of voters of the municipalities/cities in the ARMM, and directed the Commission on Elections to immediately conduct a new general registration of voters in the said region;

WHEREAS, the Executive Department has publicly expressed support for the new general registration of voters in ARMM, with the President certifying the said Resolution as urgent;

WHEREAS, it is imperative that the timeline be strictly and closely followed, with the general registration scheduled from July 9 to July 18, 2012;

WHEREAS, due to the extreme urgency of the preparations for the 2013 National and Local Elections, the Congress authorized the Commission on Elections to resort to direct contracting or other alternative methods of procurement under Republic Act 9184 for the purpose of acquiring the necessary equipment and other registration paraphernalia;

NOW, THEREFORE, pursuant to the Joint Resolution of the Senate and the House of Representatives, the Commission RESOLVED, as it hereby RESOLVES, to direct the Bids and Awards Committee to commence the process of procuring the equipment, registration forms, supplies, other election paraphernalia, exempt from public bidding through direct contracting or other alternative methods of procurement under RA No. 9184.
