IN THE MATTER OF THE ONLINE APPLICATION FORM SUBMISSION OR THE "iRehistro.com" PROJECT

This pertains to the Memorandum dated June 11, 2014 of ITO Acting Director Jeannie V. Flororita, as forwarded by the Office of Commissioner AI A. Parreno relative to the Online Application Form Submission or the "iRehistro.com" Project.

The Memorandum of Acting Director Flororita addressed to the Office of Commisioner Parreno reads:

"In connection with your Honor's instruction to the undersigned to study on the possibility of utilizing the information entered by the applicant in the COMELEC website in the Accomplishment of Application form, please find attached a copy of the guidelines on the Online Application Form Submission (OAFS) Project .

For your Honor's information."

The Commission RESOLVED, as it hereby RESOLVES, as follows :

  1. To approve the hereto attached two (2) - page Guidelines on Online Application Form Submission or the "iRehistro.com" Project as submitted by Acting Director Jeannie V. Flororita, Information Technology Department;
  2. To create a Sub-Committee under the Steering Committee corresponding to the "iRehistro.com" project which will averse the review of the preparations and implementation of the project;
  3. To designate Commissioner Al A. Parreno, Vice-Chairperson of the Steering Committee for the 2016 National and Local Elections, as head of the Sub-Committee on "iRehistro.com";
  4. To place the following Departments of the Commission under the direction of the Sub-Committee as may be necessary for purposes of the project:
    1. Information Technology Department;
    2. Administrative Services Department;
    3. Election and Barangay Affairs Department;
    4. Education and Information Department;
    5. Law Department;
    6. Finance Services Department; and
    7. Personnel Department
  5. To authorize the "iRehistro.com" pilot in the six (6) field offices of Quezon City to commence on August 11, 2014;
  6. To direct the COMELEC ICT Training Institute (CITTI) to conduct the training required for the "iRehistro.com" project;
  7. To direct the Education and Information Department to provide the awareness campaign and ensure voter participation in the pilot testing to be conducted in Quezon City; and
  8. To direct the Election and Barangay Affairs Department to submit comments, and recommendations regarding the procedure to be implemented for the "iRehistro.com" project.

Let the Office of Commissioner Al A. Parreno, the Information Technology Department, the Education and Information Department, the Election and Barangay Affairs Department, and the COMELEC ICT Training Institute implement this Resolution.
