SUPPLEMENTAL GUIDELINES FOR REGISTRATION OF PERSONS WITH DISABILITIES IN THE
NATIONAL CAPITAL REGION (NCR) IN CELEBRATION OF THE NATIONAL DISABILITY
PREVENTION AND REHABILITATION (NDPR) WEEK
The Commission on Elections, by virtue of the powers vested in it by the Constitution of the Republic of the Philippines, the Omnibus Election Code, Republic Acts No. 8189, No. 7277 as amended by RA 9442, Article 29 of the United Nations Convention on the Rights of Persons with Disabilities, and other election laws, RESOLVED to promulgate, as it hereby RESOLVES to promulgate, the following supplemental guidelines for registration of persons with disabilities in the National Capital Region (NCR).
Section 1. Coverage - These Guidelines shall apply to the filing of applications for registration of persons with disabilities who are first-time registrants and residing anywhere in the Philippines, in the special satellite registration centers established by the Commission in seven (7) specific SM Malls in NCR, namely:

Section 2. Designation of Special Registration Teams - A Special Registration Team (SRT) shall be designated by the Commission through the Executive Director in each of the special satellite registration center established in this Resolution. Each of the team shall be composed of one (1) Acting Election Officer/Interviewer preferably a lawyer of the Commission, one (1) Verifier of the National List of Registered Voters (NLRV) and one (l).Voter Registration Machine (VRM) Operator.
The Special Registration Team shall only accept applications for registration of persons with disabilities residing outside the area of jurisdiction of the regular National Capital Region (NCR) Election Officer/s or Acting Election Officers assigned in the same special satellite registration center.
Forming an integral part of this Resolution is "Annex A", showing the schedule and personnel complement of the special satellite registration for persons with disabilities.
Section 3. Authority of the designated Acting Election Officer to administer oath - The designated Acting EO is authorized to administer oath for purposes of registration. No fee shall be charged for the administration of the oath.
In addition, upon termination of the special satellite registration the Acting EO of the SRT shall submit a Minutes of the Registration Proceedings with attached List of Applicants, indicating therein the names and addresses of the applicants.
Section 4. Disposition of accomplished application forms for registration and backup files stored in compact discs received by the Special Registration Teams. The designated Acting Election Officer shall gather all accomplished application forms for registration and submit said forms together with the Minutes and the List of Applicants to the Election and Barangay Affairs Department (EBAD) - Registration Division. EBAD shall segregate and compile said applications for transmittal to the Offices of the Election Officer (OEOs) where the applicants reside: Upon receipt of said applications, the concerned EOs shall make sure that the same are included in the notices to be posted and furnished to the proper' parties including the applicants, for consideration in the October 17, 2011 Election Registration Board (ERB) hearing.
It shall be the responsibility of the VRM Operators of the SRTs to turn over to the Information Technology Department (ITO) the back-up files in compact discs of the applications received, for proper disposition.
EBAD and ITO shall coordinate in order to ensure that the applications and backup files will be duly received by the OEOs concerned.
Section 5. Simultaneous satellite registration of regular NCR Election Officers or Acting Election Officers -The regular NCR EOs or Acting EOs shall conduct satellite registration in the special satellite registration centers and such other designated venues in coordination with the representatives of the sectoral / civic organization and the accredited citizen arm. As such, said regular NCR EOs and Acting EOs may accept all types of application/transaction, to wit: (a) registration); (b) transfer of registration records; (3) reactivation; (4) change of name/correction of entries; (5) inclusion of registration record/reinstatement of name in the list of voters; (6) validation; and (7) updating of records of persons with disabilities. But said regular EOs or Acting EOs shall only cater to persons with disabilities who are residents of the city/municipality/district under their respective areas of Jurisdiction.
Further, the regular NCR EO or Acting EO shall exercise over-all supervision in the conduct of registration pursuant to this Resolution.
Section 6. Logistical and other requirements - The Commission through the Office of Commissioner Rene V. Sarmiento shall provide the necessary logistical and other support required to successfully carry out the special satellite registration. For purposes of which, all COMELEC personnel who have direct and actual participation in the special satellite registration shall be entitled to reasonable meal allowance of Two Hundred Pesos (P200.00) per day and overtime pay for three (3) hours from 5:00 PM to 8:00 PM if conducted in a weekday and 8:00AM to 8:00PM if undertaken on a Saturday.
Likewise, said Office shall coordinate with the following Departments/Committees for the logistical requirements, to wit:
a) Information Technology Department for the additional VRMs;
b) Allocation Committee and Packing and Shipping Committee for the
Application Forms for Registration, ballpens, thumbprint takers, staplers and other supplies;
c) Administrative Services Department for the service vehicles with drivers to transport the personnel and VRMs from and back to the Main Office.
Section 7. Applicability of other COMELEC Resolutions - The registration that will be conducted under these guidelines and the simultaneous satellite registration that will be undertaken by the regular Election Officers or Acting Election Officers in the subject satellite registration centers, shall be governed by the provisions of Resolution No. 9149 promulgated on February 22, 2011 entitled "Rules and Regulations for the Resumption of the System of Continuing Registration and Validation of Records in Non-ARMM Areas and Res. No. 9220 promulgated on May 12, 2011, entitled Guidelines for Registration of Persons with Disabilities (PWDs), insofar as applicable and when not inconsistent herein.
Section 8. Implementation - Let the Office of Commissioner Rene V. Sarmiento implement this Resolution.
