IN THE MATTER OF THE PRINTING OF VOTER REGISTRATION RECORDS/IDs
This pertains to the Memorandum dated August 30, 2012 of Acting Director Jeannie V. Flororita, Information Technology Department, as referred by Executive Director Jose M. Tolentino, Jr. relative to the printing of Voter's ID and Voters Registration Records.
The Memorandum of Director Flororita reads:
"This refers to the printing of Voters' ID by this office.
At present, voters' ID is being printed in one (one) pass. This document has four (4) parts: 1st part contains ID of voter with portion for a receipt; 2nd , 3rd and 4th parts are VRRs for distribution to the field offices.
In order to streamline the process of printing, deployment and storage of documents by the concerned offices, the undersigned recommends that this office will print only the portion of OEO and the Voters' ID, and instead of printing the two (2) other copies, namely the PES and NCFD copies of VRRs, a softcopy of these VRRs will be provided to the concerned offices. Implementing this will provide the Commission the following benefits:

| 1. Reduced printing cost (e.g. paper, ink) including consumables of printers | Compact Discs (CDs) containing the said document will be sent to NCFD and the provincial offices (OPES) instead of VRRs |
| 2. Half of shipping cost will be saved (from the central to the field offices) | Freight of CDs are much cheaper than bulk of VRRs |
| 3. Storage space/rental can be allotted to other matters or reduced site that will effect reduced rental cost too | No need for storage space |
| 4. Lessen cost of manpower | No need to hire additional personnel to finish the task |
| 5. Save cost of electricity | Lesser use of printers in printing VRRs |
| 6. Supplement current endeavor for Digitization of records | ISSP has provided for this framework |
For your Honors' approval."
In order to streamline the process of printing, deployment and storage of documents by the concerned offices, including the reduction of costs in printing, shipping, storage, electricity and manpower, and to supplement the current endeavor for digitalization of records, the Commission RESOLVED, as it hereby RESOLVES, to approve the foregoing recommendation of Acting Director Jeannie V. Flororita, Information Technology Department, as follows:
- to print only the portion of the Voters Registration Records (VRRs) for the Office of the Election Officer and the Voter's ID; and
- to provide a softcopy of the VRR for the Provincial Election Supervisors and the National Central File Division, ERSD, instead of printing the same.
Let the Information Technology Department implement this Resolution.
