Request for Expression of Interest (REI) for Consulting Services for the Preparation of Detailed Architectural and Engineering Design (DAED) for the Proposed Construction of New COMELEC Main Office Building (Re-Bidding)

  1. The Department of Public Works and Highways, through the COMELEC Fund, intends to apply the sum of P53.860.365.00 inclusive of 5% contingency being the Approved Budget for the Contract (ABC) to payments under the contract for the Consulting Services for the Preparation of Detailed Architectural and Engineering Design for the Proposed New COMELEC Main Headquarter Buildings Located at Central Business Park 1 Island A, (CBP-1A), Pasay City. Bids received in excess of the ABC shall be automatically rejected at the Opening of the Financial Proposal.
  2. The Department of PublicWorks and Highways now calls for the submission of Eligibility Documents for:

    Location: Central Business Park 1 Island A, Pasay City
    Objective: The objective of the consulting services is to tap an expert service provider for the preparation of Detailed Architectural and Engineering Design and contract documents for the construction of the COMELEC Building.

    Prospective Bidders must submit their EligibilityDocuments not later than 1:00 P.M. on November 16, 2017 at the Bids and Awards Committee (BAC) for Consulting Services, Room 502-A 5th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila. Applications for eligibility will be evaluated based on a non-discretionary "pass/fail" criterion.

    The Terms of Reference (TOR), Request for Expression of Interest (REI) and Eligibility Forms are now available at DPWH and PhilGEPS websites.
  3. Bidding Documents are now available at the DPWH and PhilGEPS websites until the deadline for the submission and receipt of technical and financial proposals.
  4. The BAC shall draw up the short list of Consulting Firms from those who have submitted (Eligibility Documents/Expression of Interest) and have been determined as eligible inaccordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act", and its 2016 Revised Implementing Rules and Regulations (IRR).

    The short list shall consist of at least five(5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

    Applicable Experience - 35 points
    Qualification of Personnel - 40 points
    Job Capacity - 25 points
    Total - 100 points


    Bidding will be conducted through open competitive bidding procedures using non­ discretionary "pass/fail" criterion as specified in the 2016 IRR of RA 9184.

    Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest of outstanding capital stock belonging to citizens of the Philippines.
  5. Mandatory submission of PhilGEPS Certification of Registration and Membership (Platinum Membership) as Class "A" document will no longer be a requirement in the determination of the eligibility of the prospective bidder, both for consulting services and infrastructure projects per GPPB Resolution No. 26-2017, dated July 31, 2017. In lieu of the above, prospective bidders are required to submit all Class "A" eligibility documents stated under Section 24.1 (a) of 2016 Revised Implementing Rules and Regulation (IRR), using the prescribed in the Eligibility and Bidding Documents.
  6. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) procedure. Only bids whose technical proposals pass the minimum technical evaluation score of seventy-five percent (75%) shall have their financial proposals opened and evaluated. The technical proposal shall carry sixty-five percent (65%) weight in the evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instruction to Bidders.
  7. The contract duration is eight (8) months.
  8. The Department of Public Works and Highways reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
