I. Gender Audit
As proposed in the 2013 GAD Plan, a Gender Audit was conducted in the COMELEC starting September 2012 with election officials, staff and external stakeholders as participants in the data gathering process. The Gender Audit was the first step identified to enable the Commission to effectively incorporate or mainstream the GAD framework into the COMELEC internal policies and program plans.
The Gender Audit is aimed to: (1) inquire about gender gaps and challenges in the agency, and (2) recommend measures to address them. Specifically, it ascertains gender issues that are reflected in the agency's internal policies, programs and practices in the Commission as well as programs implemented in partnership with various electoral stakeholders.
The audit covers the following main aspects: (1) Awareness of the GAD Policy; (2) Recruitment, Promotion and Development of Personnel; (3) Dealing with Sexual Harassment; (4) Sex-disaggregated databases; (5) Gender-fairness, gender-sensitivity and gender-responsiveness of Election Information and Education Materials; and (6) Empowerment of Women for Electoral Politics.
