Pursuant to the Constitutional provision that "the state recognizes the role of women in nation-building, and shall ensure the fundamental equality before the law of women and men" (Article II Section 14 of the Philippine Constitution), and in compliance with Executive Order No. 273, Republic Act No. 9710 (Magna Carta of Women) and other relevant laws on Gender and Development (GAD), the Commission adopted a GAD policy creating the Commission's GAD Focal Point System (Minute Resolution Nos. 12-0369 dated April 17, 2012, and 14-0051 dated January 21, 2014), with the following functions:
- To catalyze and facilitate the institutionalization of gender mainstreaming and women's empowerment within the Commission;
- To prepare the annual GAD Plan and Budget in coordination with the Commission's budget officers; and
- To advocate for, coordinate, guide and monitor the development and implementation of the Commission's GAD Plan and GAD-related programs, activities and projects.
