IN THE MATTER OF THE SCHEDULE OF THE VERIFICATION OF SIGNATURES OF THE SUPPORTING PETITIONERS IN CONNECTION WITH THE PETITION FOR RECALL OF MAYOR CAROLINA DELLOSA OF BALIWAG, BULACAN
This pertains to the Memorandum dated April 17, 2015 of Deputy Executive Director for Operations Bartolome J. Sinocruz, Jr. relative to the schedule of the verification of signatures of the supporting petitioners in connection with the Petition for Recall of Mayor Carolina Dellosa of Baliwag, Bulacan.
The Memorandum of Director Sinocruz reads:
Respectfully forwarding the Schedule of Verification dated April 14, 2015 submitted by Baliuag Election Officer Ma. Gina Llave wherein she scheduled the verification of the signatures of the supporting petitioners in the petition for recall against Mayor Carolina Dellosa on April 23, 2015 until May 4, 2015. She likewise submitted the budget for said proceedings in the amount of Php388,200.00. The said budget is for eight (8) verification centers, each to be manned by a verifier and a recorder.
Undersigned respectfully recommends the following revision in the budget of the verification:

Please note that while Baliuag has only eight (8) verification centers compared to Puerto Princesa's eighteen (18), and a higher number of signatures to be verified in Puerto Princesa, the budget for the verification proceedings in Baliuag is higher. This is because unlike in Puerto Princesa which did not have an item for PNP personnel, EO Llave included in her budget the amount of Php180,000.00 for 30 PNP personnel (30 personnel x Php500.00/day x 12 days).
At this point, undersigned would like to invite the attention of Your Honors to the time constraints present in this endeavor. If the verification proceedings goes through and starts on April 23, 2015 and concludes on May 4, 2015, and the last day to conduct a recall election is on May 8, 2015, five (5) days is clearly not enough to go through all the other activities set out in Resolution No. 7505, and ultimately, to conduct a recall election.

After due deliberation, the Commission RESOLVED, as it hereby RESOLVES, to deny the schedule of the verification of signatures of the supporting petitioners in connection with Petition for Recall of Mayor Carolina Dellosa of Baliwag, Bulacan, considering the submission of Deputy Executive Director for Operations Bartolome J. Sinocruz, Jr. that "if the verification proceedings goes through and starts on April 23, 2015 and concludes on May 4, 2015, and the last day to conduct a recall election is on May 8, 2015, five (5) days is clearly not enough to go through all the other activies set out in Resolution No. 7505, and ultimately, to conduct a recall elections".
Let the Deputy Executive Director for Operations implement this Resolution.
