THE TWO (2) DIVISIONS OF THE COMMISSION IN ACCORDANCE WITH
RESOLUTION NO. 7808 PROMULGATED JANUARY 16, 2007 ENTITLED
"IN THE MATTER OF AMENDING RULE 3 SECTIONS 4, 6 AND 8;
RULE 18 SECTIONS 1 AND 5; AND RULE 38 SECTION 8 WITH
ADDITIONAL SECTIONS OF THE 1993 COMELEC RULES OF PROCEDURE
AND INSERTING A NEW RULE ON PRECEDENCE AND PROTOCOL"
The composition of the two (2) divisions of the Commission in accordance with Resolution No. 7808 promulgated January 16, 2007, the pertinent portions of which reads:
Sec. 1. Concept. - The Chairman enjoys precedence over all the other members of the Commission in all official functions. The other Commissioners shall have precedence according to the order of their appointments as officially transmifted from Malaca�ang.
Sec. 4 Composition of a Division. - Each Division shall be composed of three Commissioners, the most ranking of whom shall be designated as the Presiding Commissioner of the First Division, the second ranking as the Presiding Commissioner of the Second Division, and the Senior and Junior members of each Division shall be determined in accordance with the Rules on Precedence and Protocol.

Premises considered, the Commission RESOLVED, as it hereby RESOLVES, to confirm that the present composition of the two(2) Divisions of the Commission is in accordance with Resolution No. 7808 as illstrated above.
Let the Executive Director disseminate this resolution to all deparments/offices concerned including field offices nationwide, for their information and guidance.
