Minute Resolution No. 09-0569

IN THE MATTER OF THE REQUEST FOR TEMPORARY STOPPAGE OF VOTERS ID PRINTING

This pertains to the Memorandum dated August 10, 2009 of Acting Director IV Jeannie V. Flororita, Information Technology Department, as forwarded by Executive Director Jose M. Tolentino, Jr. relative to the request for temporary stoppage of Voters ID printing.

The Memorandum of Executive Director Tolentino reads:

"Respectfully forwarded is the attached Memorandum dated 10 August 2009 of Director Jeannie V. Flororita, Information Technology Department, relative to the requests and complaints they received regarding the printing and issuance of Voter's ID.

Undersigned recommends the approval of the suggestion of Dir. Flororita, for temporary stoppage of Voters ID printing due to reasons stated therein.

For your Honors' consideration."

The Memorandum of Director Flororita states:

"This office is beset by requests and complaints for issuance of voters ID but under the present circumstances despite frequent follow ups with the BAC regarding the needed printing consumables, we have no other recourse but to ask for clear-cut direction from the Commission on what to do. In view of this predicament, we respectfully suggests for the temporary stoppage of ID printing due to the following reasons:

  1. No paper for printing since October 2008
  2. In anticipation of the Automated [Fingerprint] Identification System (AFIS) project, it is suggested that printing of ID resume after all the records of fifty (50) million voters shall have undergone AFIS so that only valid voters can be printed/issued with ID thus in effect only credible voters can enjoy hassle-free identification to vote.
  3. To inform voters who are expecting for ID on the matter of deferment of ID printing.

For your consideration."

Considering the lack of paper supply for printing of the voters ID since October 2008, and in anticipation of the Automated Fingerprint Identification System (AFIS) project, the Commission RESOLVED, as it hereby RESOLVES, to approve the foregoing recommendation of Acting Director IV Jeannie V. Flororita, Information Technology Department, as concurred in by Executive Director Jose M. Tolentino, Jr. for the temporary stoppage of the printing of the Voters ID. Printing of ID shall resume after all the records of fifty (50) million voters shall have undergone AFIS so that only valid voters can be printed/issued with ID. In connection therewith, to inform the voters who are expecting the issuance of their voters ID on the matter of deferment of ID printing and issuance.

Let the Information Technology Department implement this resolution.
