Resolution No. 8374

This pertains to the Consolidated Report of the Monitoring Committee on various Failure of Elections as reported by Comelec Field Officials; and the conduct of simultaneous special elections on December 15, 2007.

It appearing that the reasons for the declaration of failure of elections in areas which failed to function in the October 29, 2007 Synchronized Barangay and SK elections as detailed in the Consolidated Report of the Failure of Elections submitted by the Monitoring Committee based on reports by Comelec field officials are justified and in consonance with the provisions of Section 6 of the Omnibus Election Code and other pertinent election laws, the Commission after due deliberation RESOLVED, as it hereby RESOLVES, as follows:

1. to schedule the special elections for Barangay and Sangguniang Kabataan on December 15, 2007 in areas where no elections were held on 29 October 2007 as enumerated in the attached List of Areas with reported Failure of Elections; and
2. to direct the Allocation Committee to immediately conduct an inventory of all election forms, supplies and paraphernalia in the affected areas.

Resolved, moreover, that the Commissioners-In-Charge of the Task Forces created pursuant to Minute Resolution No. 07-1764 dated 6 November 2007 shall determine the specific duties and functions thereof.

In view of the foregoing, the Executive Director is hereby directed to immediately notify the Provincial Election Supervisors and Regional Election Director concerned who shall, in turn, notify all candidates and parties concerned.

Let the Executive Director implement this resolution with dispatch and the Education and Information Department to publish the same in two (2) newspapers of general circulation.
