Supply and Delivery of Plastic Security Seal for VCM and CCS for Use in the 2019 National and Local Elections

Reference No. SBAC AES2019NLE-18-PSS

Relative to the conduct of Pre-Bid Conference on December 27, 2018 for the Supply and Delivery of Plastic Security Seal for the VCM and CCS, the public is hereby informed of the changes/clarifications in the Bidding Documents, viz:

Query Answer/Clarification
Request to revise the requirement on the Single Largest Completed Contract (SLCC) from eight (8) years to ten (10) years. To espouse competition, Items 5.4 and 12.1(a), number 2 of Section III - Bid Data Sheet is revised as follows:

Item 5.4
"The bidder must have completed, within ten (10) years from the date of submission and receipt of bids, a Single Largest Completed Contract (SLCC) that is similar to the contract to be bid, and whose value, adjusted to current prices, using the Philippine Statistics Authority (PSA) consumer price indices, must be at least twenty-five percent (25%) of the ABC, pursuant to Section 23.4.1.3 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184."

Item 12.1(a), number 2
"2. Technical Documents:
(ii) Statement of all on-going government and private contracts within ten (10) years prior to the deadline for the submission and opening of bids, including contracts awarded but not yet started, if any, whether similar or not similar in nature and complexity to the contract to be bid, using the prescribed form attached hereto as Annex 'B.' x x x."

Further, the public and all prospective bidders are hereby informed of the revised schedule of activities relative to the abovementioned procurement item, thus:
