The Commission on Elections (COMELEC) intends to procure Automated Election System Certification Services by an International Certification Entity (ICE) or the "ICE Services Project 2019 NLE" in connection with the May 13, 2019 National and Local Elections, with an Approved Budget for the Contract (ABC) of Fifty Two Million Three Hundred Thirty Nine Thousand Nine Hundred Pesos (Php52,339,900.00), inclusive of all costs relative to the Project. Bids in excess of the ABC shall be rejected.

The winning bidder shall be chosen from among the pre-selected bidders submitted by the COMELEC Advisory Council in accordance with the relevant provisions of Republic Act No. 9369, in relation to RA 9184 and GPPB Resolution No. 06-2012, based on the following rating using the Quality-Cost Based Evaluation procedures:

For the Technical Proposal, the following are the criteria for evaluation, as described in Annex "B" of the Terms of Reference:

The bidders must submit an encrypted electronic copy of its technical proposal (without the cost/financial proposal) and financial proposal in two (2) separate e-mails to sbac@comelec.gov.ph cc sbac.secretariat@comelec.gov.ph on or before 04 October 2018, 10:00 AM, Philippine Standard Time (UTC +8:00).

The key to decrypt the secure copy of the proposal must be sent separately to the same e-mail addresses to be received on 04 October 2018 2018, between 9:45 AM and 10:00 AM Philippine Standard Time (UTC +8:00). (For purposes of ensuring that the encrypted e-mail will be opened, participating bidders are expected to have technical support on stand-by during the opening of proposals.)

The hard copy of the proposal shall be submitted via courier to comply with existing government auditing rules and regulations and must be received by the COMELEC on or before 11 October 2018. It must include one (1) signed original copy and a non-rewriteable CD-ROM/DVD copy. The CD-ROM/DVD must contain a scanned copy of the signed documents and a searchable file copy of the proposal.

This notice has been addressed to the following pre-selected providers/consultants:

1. SLI Compliance;
2. Pro V & V, Inc; and
3. SGS Philippines, Inc.

Pre-selected bidders are not allowed to transfer the invitation to submit proposals to any other provider/consultant.

The COMELEC reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
