Invitation for Negotiated Procurement

1. Pursuant to Section 53.1 of the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (RA 9184), interested bidders are hereby invited for a negotiation for the following procurement project:

2. Negotiation with all interested bidders shall be conducted on November 26, 2018, 2:00 PM, Basement Conference Room, Palacio del Gobernador Building, Intramuros, Manila;
3. Submission of Eligibility Documents, Technical Proposal, and the Best and Final Offer shall be on November 29, 2018, 9:00 AM, Basement Conference Room, Palacio del Gobernador Building, Intramuros, Manila. Opening of bids shall be held at 10:00 AM of the same day and venue.
   
   Bidders are required to submit said documents in three (3) copies (one (1) original and two (2) duplicate copies). Late bids shall not be accepted. See attached checklist for guidance.
   
   Best and final offers in excess of the ABC shall be automatically rejected.
4. The COMELEC reserves the right to accept or reject any bid, declare a failure of bidding, or not award the contract at any time prior to contract award in consonance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
