Procurement and Delivery of 72,519 Pieces of Ballot Box

Relative to the November 14, 2018 Pre-Bid Conference for the above procurement project, all prospective bidders and the public are hereby informed of the following clarifications on the Bidding Documents:

What is the measurement from top to bottom of the ballot box? See Section VII - Technical Specifications for the dimensions of the Ballot Box.
What “equivalent material” is being referred to in the technical specifications? As long as the material is made of plastic, it is allowed.
Can an illustration be provided to guide the prospective bidder? The prospective bidder is free to propose their own design of the ballot box.
Should the ballot box have a handle? It depends on the design of the prospective bidder.
Request to expand the definition of Similar Contract to include “plastic molded” products. Retain definition of Similar Contract. Since the purpose of the procurement is the storage of paper ballots, the similar contract should, thus be related to said procurement.
As stated in the Invitation to Bid, the approved budget for the Contract (ABC), inclusive of all taxes, such as, but not limited to, value added tax (VAT), income tax, local taxes, and other fiscal levies. Kindly confirm that the financial bids to be submitted will be inclusive of 12% VAT. While there is a BIR ruling stating that the item is VAT-exempt, we are still awaiting the procedures to implement the same. As such, we shall continue with the regular process of procurement subject to the implementation of the guidelines to be issued for the purpose.
The ballot boxes are specialized boxes and are not readily available in the market. The manufacture of such specialized items requires a thirty (30) calendar day leadtime. If we factor in the shipping and customs clearance, which also takes another two or three weeks, it becomes apparent that the original delivery period might be too short. We therefore respectfully appeal for the delivery lead time revised to:
  1. 40% - Within sixty (60) calendar days from receipt of the Notice to Proceed (NTP)
  2. 50% - Not later than March 15, 2019
  3. 10% - Not later than March 31, 2019
Revised delivery schedule as follows:
  1. 40% - January 30, 2019
  2. 50% - February 15, 2019
  3. 10% - March 15, 2019

All terms, conditions and instructions to bidders specified in the Bidding Documents consistent with this Bid Bulletin shall remain in full force and effect.
