Invitation to Submit Price Quotation

1. The COMMISSION ON ELECTIONS (COMELEC), through its Bids and Awards Committee (BAC) will undertake Small Value Procurement and invites interested entities to submit their Price Quotation on the following Purchase of Various Janitorial Supplies for the Replenishment of Stocks for 1st Quarter FY2017:

2. Please be reminded that alternative bids shall not be allowed. Alternative bid is defined as an offer by the bidder in addition or as a substitute to its original bid may be included as part of its original bid or submitted separately therewith for purposes of bidding. A bid with options is considered as alternative bid regardless of whether said bid proposal is contained in a single envelope or submitted in two (2) or more envelope.
3. Any interested entity must submit their quotation in a sealed envelope (using the prescribed form, see Annex "A") not later than March 24, 2017, 5:00 pm at the COMELEC BAC Secretariat Office, ODEDA 7th Floor, Palacio del Gobernador Bldg., Gen. Luna cor. Postigo Sts., Intramuros, Manila. Include the following eligibility documents in the sealed envelopes:
   1. Certified True Copy of Mayor's permit,
   2. Certified True Copy of PhilGEPS Registration,
   3. Income/Business Tax Return, and
   4. Omnibus Sworn Statement (see Annex B).
   Offer/Quotation exceeding the Approved Budget for the Contract (ABC) shall be rejected.
4. The COMELEC reserves the right to accept or reject any offer/quotation, to reject all offer/quotation at any time prior to contract award, to exclude any item or reduce the number of units and the corresponding ABC as determined by COMELEC and to award the contract to the bidder with the most advantageous offer, without thereby incurring any liability to the interested entities.
