Request to Submit Proposal

1. The COMMISSION ON ELECTIONS (COMELEC), through its Bids and Awards Committee (BAC) will undertake Small Value Procurement and invites interested entities to submit their Technical and Financial Proposals for the PROCUREMENT OF INFORMATION SECURITY SYSTEMS MANAGEMENT SYSTEM (ISMS) CONSULTANCY SERVICES, with the following details:
   
   

   ITEM	APPROVED BUDGET FOR THE CONTRACT (inclusive of all taxes, duties, fees, levies, and other charges imposed under the applicable laws)	DESCRIPTION
   Information Security Management System (ISMS) Consultancy Services	PhP 831,600.00	Consultancy services that will aid the COMELEC in its preparation for the ISO 27001 certification.

2. For a detailed description of the scope of work and other minimum technical requirements, please refer to the Revised Terms of Reference (TOR) together with its attachments (Annex A).
3. Please be reminded that alternative bids shall not be allowed. Alternative bid is defined as an offer by a Bidder in addition or as a substitute to its original bid may be included as part of its original bid or submitted separately therewith for purposes of bidding. A bid with options is considered as alternative bid regardless of whether said bid proposal is contained in a single envelope or submitted in two (2) or more envelopes.
4. The BAC will hold a Pre-Bid Conference on April 3, 2017, 10:30 a.m. at the COMELEC Session Hall, 8th Floor Palacio del Gobernador Bldg., Gen. Luna cor Postigo Sts. Intramuros, Manila, to discuss among others, the Terms of Reference and the Technical and Financial Components of this project. All interested bidders may raise and submit queries or clarifications regarding the project.
5. Any interested entity must submit its technical and financial proposals in a sealed envelope, using the prescribed form, not later than April 10, 2017 at 5:00 pm at the Comelec BAC Secretariat Office located at the ODEDA, 7th Floor Palacio del Gobernador Gen. Luna St. Intramuros, Manila. Kindly include the following eligibility documents in the sealed envelopes:
   1. Certified True Copy of Mayor's/Business permit;
   2. Professional License / Curriculum Vitae;
   3. Certified true copy of Certificate of PhilGEPS Registration;
   4. Certified true copy of Income/Business Tax Return;
   5. Omnibus Sworn Statement; and
   6. Any documentary proof that the lead consultant and/or any member of the consulting firm is/are certified with International Register of Certified Auditors (IRCA) and Information Systems Audit and Control Association (ISACA).
6. Prescribed forms for the Technical Proposal, Financial Proposal and Omnibus Sworn Statement are attached herein as Annex B, Annex C and Annex D, respectively.
7. The Highest Rated and Responsive Proposal shall be determined using the Quality-Cost-Based Evaluation (QCBE). The Criteria for evaluation shall be as follows:

8. The Financial Proposal shall not exceed the ABC and shall be deemed to include the cost of all taxes, duties, fees, levies, and other charges imposed under the applicable laws. The evaluation shall include all such taxes, duties, fees, levies, and other charges imposed under the applicable laws; where special tax privileges are granted to a particular class or nationality of Consultant by virtue of the GoP' s international commitments, the amount of such tax privileges shall be included in the Financial Proposal for purposes of comparative evaluation of Bids.
9. The contract shall be completed within six (6) months from the date of the signing of the contract.
10. The COMELEC reserves the right to accept or reject any proposal, to annul the bidding process, to reject all proposals at any time prior to contract award, or to reduce the corresponding ABC and Terms of Reference (TOR), without thereby incurring any liability to the affected entities.
