Alternative Mode of Procurement for the Purchase of Various Furniture for Use of Election Records and Statistics Department

  1. The COMMISSION ON ELECTIONS (COMELEC), through its Bids and Awards Committee (BAC) will undertake Alternative Mode of Procurement and invites interested entities to submit their Price Quotation for the Purchase of Various Furniture for Use of Election Records and Statistics Department, per approved Purchase Request No. 16-10-1653 dated 12 October 2016, with the following details:

  2. Please be reminded that alternative bids shall not be allowed. Alternative bid is defined as an offer by a Bidder in addition or as substitute to its original bid may be included as part of its original bid or submitted separately therewith for purposes of bidding. A bid with options is considered as alternative bid regardless of whether said bid proposal is contained in a single envelope or submitted in two (2) or more envelopes.
  3. Any interested entity must submit their quotation in a sealed envelope, using the prescribed form, see Annex "A", not later than December 02, 2016, 2:00 pm at the COMELEC Administrative Services Department, Property Division (c/o Ms. Ma. Vina T. Zamora, Acting Supply Officer V), located at the Ground Floor of Shipping Centre Bldg., A. Soriano St., Intramuros, Manila. Include the following eligibility documents in the sealed envelopes:
    1. Certified True Copy of Mayor's permit,
    2. Certified True Copy of Tax Identification Number (TIN) or TIN Card,
    3. Certified True Copy of Securities and Exchange Commission (SEC) Registration or Department of Trade and Industry (DTI) Registration,
    4. Certified True Copy of Certificate of PhilGEPS Registration, and
    5. List of works done and respective clients.
    Offer/Quotation exceeding the Approved Budget for the Contract (ABC) shall be rejected.
  4. The COMELEC reserves the right to accept or reject any offer/quotation, to reject all offer/quotation at any time prior to contract award, to exclude any item or reduce the number of units and the corresponding ABC as determined by COMELEC and to award the contract to the bidder with the most advantageous offer, without thereby incurring any liability to the interested entities.
