Bid Bulletin No. 2

The public is hereby informed of the clarifications in the Bidding Documents for the Public Bidding of Provision of Printing Services for the Printing of the Election Day Computerized Voters List (EDCVL) for the 2019 National and Local Elections - 2nd Bidding.

1. The revised procurement and the Approved Budget for the Contract (ABC) for the following items have been reduced, as follows:

2. Queries from prospective bidders:

   Mr. Joey Francisco of Otus Copy System, during Pre-Bid Conference dated February 14, 2019	1. Yong printing pa rin n'ya is two months? Same pa rin po last time? Meron po bang tentative date na mag-start based doon sa calendar ng bidding process?	1. Printing period shall be for one (1) month upon receipt of Notice to Proceed (NTP)
   	2. May concern lang pagka na-shorten 'yong period. So, it would require more machines to facilitate the time period. We were not able to really inspect the location of the work area last pre-bid. So, although mayroon pang space doon sa ITD, it might be possibly used for additional workstation. 'Yung lang po.	2. We will allow additional printers to be provided by the winning bidder, however, although we do not specify allowable speed of printers, we do not encourage slow speed printers which eventually would require most number of units in order to meet the daily quotas. More printing units mean more spaces and more operators
   	3. Yong one month, medyo mahirap po. We have to consider also the number of machines that will be used to finish the project. Kung pwede po, let's say, 45 days, and then, let's say tentative March 1, start na po ba? Kasi we're also projecting the-aside from the machines, 'yong supplies that will be needed kasi one-time po ito e. Dapat lahat nang supplies na kailangan, kailangan na mini-order. Since nagkaroon ng ano sa manufacturing because of the holiday, medyo limited po 'yong pag o-order and then shipping of these supplies para matapos.	3. The printing activity may start on or before March 18, 2019. We need to finish the printing activity within one (1) month for this is only allowable period we have.
   	4. Additional question regarding doon sa Lots 2 and 3. Since na-mention na hindi na isasama in this bidding process 'yong Lots 2 and 3, is there another supplier na mag pi-print ng Lots 2 and 3?	4. This project includes Lots 1 and 2.
   	5. In house in the sense po bana 'yong existing printer po ba ang gagamitin? Kino-question ko 'to Sir kasi we are the existing provider for the printers right now. The reason why kino-question ko s'ya kasi baka ang gagamitin na printers is 'yong mga existing printers ng Otus. Of course kailangan din namini-project 'yong ibang supplies para doonsa project kung isasamas'ya.	5. We have other printers available that will be used for the in-house printing. If in case your printers will be used, you will be informed accordingly on the required consumables.
   	6. Can we go over the total number of pages for Luzon? Magkaiba ho yata estimated total sa 3.5 kanina based sa ABC.	6. The total number of pages for Luzon = 3,830,237 and Visayas = 1,344,718.
   Mr. Padayhag, during Pre-Bid Conference dated February 14, 2019	1. Good morning. In our machine, kaya namin mag-provide ng two machines para ditosa 3.8. We computed the speed ng per machine is 110/minute, number of hours/day is 10 hours. So if we print in one month, the total printing of the two machines will be around 3.9. So pasok kami. Medyo ano lang kami sa delivery on March 1.	1. This is noted.
   Ms. Gina Rioso of Philcopy Corporation, during Pre-Bid Conference dated February 14, 2019	1. Since we have a very limited time to print a total number of 3.8 million EDCVL Sir, so ang pwede naming gawin d'yan is magdagdag ng maraming machines para matapos 'yong printing natin.	1. In case of a very limited time allowed, the winning bidder can provide additional printers to ensure adherence to quotas and prescribed period provided that it should conform to the specifications and requirements as specified in the Terms of Reference (TOR) for this project.
   	2. Mayroon ba kaming enough space para paglagyan ng supplies namin?	2. ITD will provide necessary space for the supplies and other space or area that may be required.

3. Section VI - Schedule Requirements and Section VII - Technical Specification, have been revised. Copies thereof are attached herein for reference.

All terms, conditions and instructions to bidders specified in the Bidding Documents inconsistent with this Bid Bulletin are hereby superseded and modified accordingly.
