Invitation to Bid
Supply and Delivery of Various IT Equipment, Peripherals and Software for the Implementation of eNGAS and eBudget Systems in the Commission

Reference No. BAC 10-2016 ITEQ FSD

The public is hereby informed of the changes/clarifications in the Bidding Documents for the Public Bidding of Supply and Delivery of Various IT Equipment, Peripherals and Software for the Implementation of eNGAS and eBudget Systems in the Commission:

  1. The queries from bidders are hereby explained and answered as follows:

    Bid Securing declaration plus Manager's Cheque even Item No. 5 & 6 is below 1 Million? (sic)
    1. If bidder intends to participate in two (2) or more items, bidder should submit bid security for each item. This maybe in the form of cash, manager's check, security bond among others.

    However, if the ABC is less than Php2 Million, Bid Securing Declaration will suffice.
    2. Statement of Single Largest Contract or 2 Similar contracts only one required? Certificate of Acceptance sa letterhead naming, basta may sign ng end-user? Then, copy of contract kung pwede P.O., O.R., Notice to Proceed, Invoice (sic) 2. If the amount of the similar contract corresponds to 50% of the ABC, only (1) one contract maybe submitted. However, in the event that a single contract is less than 50% of the ABC, bidders may submit two (2) or more similar contract, the aggregate amount of which is equivalent to 50% of the ABC, provided that one (1) contract is equivalent to at least 25% of the ABC.
    3. Under Checklist, Original/ certified true Copy.

    3. The document may be certified true and correct by the custodian thereof in your company.
    4. Delivery Schedule:

    Ms. Percy Galarce of Optimal System Distribution, Inc through Letter dated October 24, 2016. 1. Requirements/Specifications, Item No. 5A
    "Can we propose the specification: with LCD or LED?
    -current specifications will limit or only specify a single brand
    -proposed new specification will broaden UPS offer and higher chance to get (by COMELEC) a cheaper but good quality UPS." (sic)
    1. Your proposal should be compliant to the specification indicated in the Item No. 5A - Uninterruptible Power Supply.
    2. Requirements/Specifications, Item No. 5A
    "Can we propose the specification: at least 600VA
    -since the UPS will be used for a standard desktop PC, it will not feel any difference even using 600VA UPS. Current standard capacity for a single PC is 600VA. Desktop PCs right now (especially the branded ones) are now more energy efficient thus using standard UPS capacity will do. We suggest to do or make demonstration of a 600VA UPS with your Desktop PC. (sic)
    2. Your proposal should be compliant to the specification indicated in the Item No. 5A - Uninterruptible Power Supply.
    3. Requirements/Specification, Item No. 5B
    "Tower or Replacement or Tower/Rack Convertible UPS?"
    3. It should be a "Tower" type UPS.
    Mr. Rommel Miraña of Columbia Technologies, Inc. thru letter dated October 26, 2016 1. In Section III of Bid Data Sheet, ITB Clause 5.4a and 5.4b
    - In case, if we are going to bid/participate for Software (antivirus or SQL) and IT Equipment and peripherals, do we need to submit/declare separate Similar Completed Contract for the software and IT equipment and peripherals? (sic)
    1.  Yes. Please to Section III of the BDS, Clause 5.4
    2. Just want to validate if the submission of Bid Bulletin is per item? For Item 4, 5 & 6, is it acceptable to submit Bid Securing declaration only since the total cost for each item is less than 2M, no other attachment? (sic) 2.  Yes, Bid Security must be submitted per item. If the ABC of the item is less Php2 Million, Bid Securing Declaration will suffice.
    3. For item No. 3 Desktop Computer, is it acceptable to offer Win 10 Pro as bundled OS then downgrade it to Win 7 Pro/ Do we need to provide a recovery CD for both Win 7 & Win 10? Is burnt copy accepted? Kindly indicate if Win 7 32bit or Win 7 64bit. (sic) 3. Yes it is acceptable to offer Win 10 Pro as bundled OS then downgrade it Win 7 Pro. Provide a recovery CD for both Win 7 Pro and Win 10 Pro. A bunt copy is acceptable. The  Win 7 is 64 bit.
    4. May we request to the Committee to extend the delivery period to 60 days? (sic) 4. The days remain the same as we need the equipment as soon as possible.
    Mr. ROSEMARIE Y. QUILAP of Masangkay Computer Center thru letter dated October 26, 2016 1. For Item No. 2 MS SQL 2008 R2 (Group License)
    a. MCC would like to clarify if the software you are referring to is the DATABASE or ACTIVE DIRECTORY. Please be advised that they are of different application software. You will be needing MS SQL Server for database while Windows Server is for active directory.

    1a. The license referred to the DATABASE. It's the Server + Device Cal Licensing. So its 2 units of Standard SQL Server license.
    b. For Group Licensing - is the license needed or to be procured for the device (device cal) or for the user (user's cal)? How many? (sic) 1b. It should be 50 units Device Cal
    2. For Item No. 3 Desktop Computer
    a. Please specify the factor preferred.
    b. Is this CPU only or with monitor? If with monitor, pls. specify size?
    2a. It should be Small Form Factor
    2b. It should be with Display/Monitor: LED monitor at 18"
    3. For Item No. 4  Anti Virus Software
    a. Please give further details as to its size/ classification
    3a. It should be antivirus for Desktop
    b. Are you referring to Endpoint Protection/ Security Business 3b. It should be Endpoint Protection
    c. Will you be requiring product training? (sic) 3c. We are not requiring any product training.
    4. For Item No. 5 - 3KVA Power Supply UPS for Server
    a. Please specify if Tower - Rackmount Convertible

    4a. It should be "Tower" Type UPS
    b. Please specify its capacity (VA/Watts) (sic) 4b. It should be 3KVA
    5. May we request to your good office to extend the delivery period up to (45) calendar days as servers and desktop computers are configured to order depending on the required specifications? The software licenses normally for government registered account takes at least fifteen (15) days to process. (sic) 5. The days remain the same as we need the equipment as soon as possible.
    Mr. Joel Sia of Xitrix Computer Corporation thru letter dated October 27, 2016 As to your query on the requirement that the bidder is required to submit Manufacturer's Certification that the proposed brand is an international brand name with existence of at least ten (10) years in the Philippines. Please refer to Section VII- Revised Technical Specifications hereto attached.
  2. Section III - Bid Data Sheet and Section VII - Technical Specifications have been revised, copies thereof are attached herein for reference.

All terms, conditions and instructions to bidders specified in the Bidding Documents inconsistent with this Bid Bulletin are hereby superseded and modified accordingly.
