Notice of Conduct of Negotiated Procurement

1. The COMMISSION ON ELECTIONS (COMELEC), through its Bids and Awards Committee (BAC) will undertake Negotiated Procurement - Two Failed Biddings and invites interested entities to submit their Sealed Bid Offer for the Supply, Delivery and Installation of Fire Suppression System with Biometrics Access System for COMELEC Datacenter Physical Security Solution:

   Bid Offer exceeding the Approved Budget for the Contract (ABC) shall be rejected.
2. To ensure effective competition, the BAC will hold a Negotiation Conference on January 10, 2019, 10:00 a.m. at the FEMII Function Room, 5th Floor FEMII Building, A. Soriano Avenue, Intramuros, Manila. This Negotiation Conference will give prospective bidders equal time and opportunity to negotiate and discuss the technical and financial requirements to be able to submit a responsive quotation.
3. Any interested entity must submit their bid offer in a sealed envelope, using the prescribed form, see Annex "B", not later than January 18, 2019 at 9:00 a.m. at the Comelec BAC Secretariat Office located at the ODEDA, 7th Floor Palacio del Gobernador Gen. Luna St. Intramuros, Manila. Include the following eligibility documents in the sealed envelopes:
   1. Bidder's Compliance with the Technical Specifications (see Annex "A"), and
   2. Certificate of PhilGEPs Registration (Platinum Membership) OR in its absence shall submit all of the Class "A" documents (Valid and current Registration Certificate, Mayor's/Business Permit and Tax Clearance) OR a combination of Certificate of PhilGEPs Registration (Platinum Membership) and any of the Class "A" documents, and
   3. Omnibus Sworn Statement (see Annex "C" for the prescribed format)

   Opening of sealed bids shall be on the same day January 18, 2019 at 10:00 a.m. at the FEMII Function Room, 5th Floor FEMII Building, A. Soriano Avenue, Intramuros, Manila right after the deadline for the Submission of Bids. Bids will be opened in the presence of the bidders' representatives who choose to attend. Late bids shall not be accepted.

4. The COMELEC reserves the right to accept or reject any offer/quotation, to reject all offer/quotation at any time prior to contract award, to exclude any item or reduce the number of units and the corresponding ABC as determined by COMELEC and to award the contract to the bidder with the most advantageous offer, without thereby incurring any liability to the interested entities.
