Bid Bulletin No. 2

The public is hereby informed of the clarifications in the Bidding Documents for the Public Bidding of Supply and Delivery of Election Supplies to be used for the May 13, 2019 National and Local Elections - Plastic Security Seal and Seal with Steel Wire.

1. The BAC hereby announces that the Submission of Bids for items no. 4 and 5 (Plastic Security Seal and Seal with Steel Wire) of this project will be moved from December 11, 2018 to December 12, 2018, 9:00AM at the BAC Secretariat Office, 7th floor, Palacio del Gobernador, Intramuros, Manila. Late bids shall not be accepted.
   
   The Opening of Bids will be moved from December 11, 2018 to December 12, 2018 (Wednesday) 10:00AM at the FEMII Function Room, FEMII Building, A. Soriano St., Intramuros, Manila.
2. Queries from the prospective bidder:

   	"The scheduled of delivery requires the supplies be delivered 15 calendar days from receipt of NTP. We would like to advice that these items are manufactured upon order and are customized items. These items are being manufactured according to the seal measurement, color, and markings.	a. 40% within fifteen (15) days upon receipt of Notice to Proceed; and b. 60% within thirty (30) days upon receipt of Notice to Proceed.
   	To manufacture 129,518 pieces of seal with steel wire and 500,000 pieces of plastic security seal will take 50 days, plus 7 days shipping from China, approximately 14-21 days port congestion, 3-5 days custom clearance. Also, there will be the upcoming Chinese New Year. The factory where the said seals are manufactured will be closed from 28 January 2019. On this regard, we would like to request for the delivery schedule to be extended to 80 to 90 calendar days upon receipt of NTP." 3. Section VI - Schedule of Requirements has been revised. Copy thereof is attached herein for reference.

All terms, conditions and instructions to bidders specified in the Bidding Documents inconsistent with this Bid Bulletin are hereby superseded and modified accordingly.
