Special Courier Services

1. The COMMISSION ON ELECTIONS (COMELEC), through its Bids and Awards Committee (BAC) will undertake Negotiated Procurement - Two Failed Biddings and invites interested entities to submit their Sealed Bid Offer for the Provision of Special Courier Services for Regions IX, X, XI, XII, CARAGA and ARMM, inluding priority areas:
   
   

   Areas of Coverage	Approved Budget for the Contract (ABC)
   Regions IX, X, XI, XII, CARAGA and ARMM, inluding priority areas	Php4,108,257.72

   Note: see attached Annex "A" for the Technical Specification and Annex "B" Terms of Reference (TOR)

   Bid Offer exceeding the Approved Budget for the Contract (ABC) shall be rejected.

2. To ensure effective competition, the BAC will hold a Negotiation Conference on July 18, 2017, 2:00 PM at the Personnel Department Conference Room, 5th Floor, Palacio del Gobernador Gen. Luna St. Intramuros, Manila. This Negotiation Conference will give prospective bidders equal time and opportunity to negotiate and discuss the technical and financial requirements to be able to submit a responsive quotation.
3. Any interested entity must submit their bid offer in a sealed envelope, using the prescribed form, see Annex "C", not later than June 24, 2017, 2:00PM at the Comelec Session Hall, 8th Floor Palacio del Gobernador Bldg., Gen. Luna St., Intramuros, Manila. Include the following eligibility documents in the sealed envelopes:
   1. Bidder's Compliance with the Technical Specifications (see Annex "A"), and
   2. Certified True Copy of PhilGEPS Registration, and
   3. Omnibus Sworn Statement (see Annex "D" for the prescribed format)
   Opening sealed bids shall be on the same day July 24, 2017, at 2:00PM at the COMELEC Session Hall, 8th Floor Palacio del Gobernador Bldg., Gen. Luna St., Intramuros, Manila right after the deadline for the Submission of Bids. Bids will be opened in the presence of the bidders' representatives who choose to attend. Late bids shall not be accepted.
4. The COMELEC reserves the right to accept or reject any offer/quotation, to reject all offer/quotation at any time prior to contract award, to exclude any item or reduce the number of units and the corresponding ABC as determined by COMELEC and to award the contract to the bidder with the most advantageous offer, without thereby incurring any liability to the interested entities.
