Invitation to Bid

1. The COMMISSION ON ELECTIONS (COMELEC), through its Bids and Awards Committee (BAC), invites interested bidders to apply for eligibility and to bid for Supply and Delivery of Desktop Computers (Mini Tower) for Voters Registration Machine (VRM) and Peripherals to be used for the Resumption of Continuing Registration and Validation Nationwide (Reference No. BAC 02-2017-DESKTOP-VRM) with the total Approved Budget for the Contract (ABC) of Six Million Seven Hundred Twelve Thousand Seven Hundred Sixty Seven and Ten Centavos (Php6,712,767.10) inclusive of all taxes, such as, but not limited to, value added tax (VAT), income tax, local taxes, and other fiscal levies.

   Bids received in excess of the ABC per item shall be automatically rejected at bid opening.

2. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in theBidding Documents, particularly, in Section II - Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedure using a non-discretionary "pass/fail" criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the "Government Procurement Reform Act".
4. Bidding is restricted to Filipino citizens/,sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
5. A complete set of Bidding Documents may be purchased by interested Bidders who wish to participate in the bidding process from March 4, 2017 to March 27, 2017 (before the deadline of the submission of bids), Mondays to Saturdays, from 8:00 am to 5:00 pm, from the address below and upon payment of a non-refundable fee for the Bidding Documents.
   
   Copy of it may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the COMELEC website.
6. The BAC will hold a Pre-Bid Conference on March 13, 2017, at 10:00 am at the COMELEC Session Hall, 8th Floor Palacio del Gobernador Bldg.,  Gen. Luna cor. Postigo Sts., Intramuros, Manila, to discuss Eligibility Requirements and the Technical and Financial Components of this Project. All interested bidders may raise and submit queries or clarifications regarding the Bidding Documents.
7. Submission of Bids shall be on March 27, 2017 on or before 9:00 a.m. at the BAC Secretariat Office, 7th Floor Palacio del Gobernador Bldg., Gen. Luna cor. Postigo Sts., Intramuros, Manila.Opening of Bids shall be on the same day, March 27, 2017, 10:00 a.m. at the COMELEC Session Hall, 8th Floor, Palacio del Gobernador Bldg., Gen. Luna cor. Postigo Sts., Intramuros, Manila. Late bids shall not be accepted.
8. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below.  All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in BDS Clause 18.
9. The COMELEC reserves the right to accept or reject any bid, to annul the bidding process, to reject all bids at any time prior to contract award, or to reduce the corresponding ABC and Terms of Reference (TOR), without thereby incurring any liability to the affected bidder or bidders.
