IN THE MATTER OF THE PROPOSAL TO ROLL-OUT iREHISTRO.COM PROJECT TO BARCELONA, SPAIN AND ALL NCR OFFICES

This pertains to the Memorandum dated October 2, 2014 of Commissioner AI A. Parreño proposing to roll-out iRehistro.com Project to Barcelona, Spain and ALL NCR offices.

The Memorandum of Commissioner Parreño reads:

  1. EXECUTIVE SUMMARY:

    The iRehistro.com Project aims to accomplish 136,589 application forms through the iRehistro online facility, which shall be implemented simultaneously in the Post located at BARCELONA, SPAIN and ALL NCR Offices on 20 October 2014. The budgetary requirement of 56,400 Php shall be necessary to efficiently carry out all operational aspects of this roll-out plan.

      d. Agreements (MOA) with four (4) major shools in Metro Manila (UST, University of the East, Lyceum, and Adamson University). Letran and Miriam College has also signified their interest in joining the project.
      The EID 'New-V' Project engages student organization to disseminate information pertaining to the ongoing System of Continuing Registration as well as to identify problems encountered by the students, their immediate family and community with [regard] to registration.
      The project will include a campaign to promote the iREHISTRO project.

      III. Deployment of Campaign Materials No cost
      a. 7-Eleven Branches - currently, 7-11 has a network of 427 branches all over Metro Manila. We may propose to the management of 7-11 to display countertop information materials and posters.
      b. Deployment of Posters (18 by 24) or other forms of information materials at commercial establishment with high volume of foot traffic.
      1. Since we already have an existing MOA with the Robinsons Mall, we may display [iRehistro] information materials at strategic areas in the mall.
      2. We may also propose partnership with other government agencies with high volume of transaction like the NSO, GSIS, SSS, BIR, LTO, Pagibig etc. to display information materials at their frontline offices.
      3. Commercial buildings may also be engaged to display information materials.

    4. 1.4LEGAL:
      1. 1.4.1 Get En Banc Approval of the iRehistro Roll-out Plan on 07 October 2014 which includes:
        1. Approval of Roll-out plan
        2. Approval of budget
        3. Approval of Public Awareness Campaign
      2. 1.4.2. Approval of Supplemental GI for Overseas Registration on 14 October 2014
    5. 1.5ISSUES:
      1. 1.5.1. Difficult training operations for overseas - train DFA staff who would duplicate process to Post staff; provide extensive project kit and provide timely technical support
      2. 1.5.2 Weak ISP signal in some NCR districts, this may affect extraction of application forms - laptops are mobile and may be positioned in spots where signal is high, this is feasible since extraction of all forms shall be done once a day at the start of the working day.
      3. 1.5.3 Low turn-out of on-line registrants in NCR - efficient Awareness Campaign, deploy campaign materials to PUVs, LRT/MRT, Ports and other conspicuous areas.

  • REQUESTED ACTION:
    1. 2.1. Approve the iRehistro.com Project Roll-out Plan to Barcelona, Spain and ALL NCR Offices to commence on 20 October 2014.
    2. 2.2. Approve the iRehistro.com Project Budget requirement amounting to 56,400 Php.
    3. 2.3. Approve the iRehistro.com Project IMPLEMENTATION/ACTION PLAN.
    4. To authorize the following Departments/Offices of the Commission to implement and perform all official acts as may be necessary for the purposes of the project:
      1. Office For Overseas Voting
      2. Information Technology Department;
      3. Administrative Service Department;
      4. Election and Barangay Affairs Department;
      5. Education and Information Department;
      6. Law Department;
      7. Finance Service Department; and
      8. Personnel Department.
      9. Office of the Regional Election Director - National Capital Region
    5. 2.5 To request CITTI (COMELEC ICT Training Insitute) to conduct the training required for the iRehistro.com project.

    The Commission RESOLVED, as it hereby RESOLVES, to grant the foregoing requests of Commissioner AI A. Parreño, as follows:

    1. To approve the iRehistro.com Project Roll-out Plan to Barcelona, Spain and ALL NCR Offices to commence on 20 October 2014;
    2. To approve the iRehistro.com Project budgetary requirement in the total amount Fifty Six Thousand Four Hundred Pesos (Php56,400.00), subject to auditing rules and regulations;
    3. To approve the aforementioned iRehistro.com Project IMPLEMENTATION/ACTION PLAN;
    4. To authorize the following Departments/Offices of the Commission to implement and perform all official acts as may be necessary for the purposes of the project:
      1. Office For Overseas Voting;
      2. Information Technology Department;
      3. Administrative Services Department;
      4. Election and Barangay Affairs Department
      5. Education and Information Department;
      6. Law Department;
      7. Finance Service Department;
      8. Personnel Department; and

    5. To direct the COMELEC ICT Training Institute (CITTI) to conduct the training required for the iRehistro.com Project.

    Let the Office of Commissioner Al A. Parreño, the Finance Services Department, and the COMELEC ICT Training Institute implement this Resolution.
