IN THE MATTER OF THE LAST DAY FOR FILING OF THE FOLLOWING: (1) PETITIONS FOR REGISTRATION OF PARTY-LIST GROUPS, ORGANIZATIONS AND COALITIONS; (2) MANIFESTATION OF INTENT TO PARTICIPATE; (3) SUBMISSION OF NAMES OF NOMINEES; AND (4) FILING OF DISQUALIFICATION CASES AGAINST NOMINEES OF GROUPS, ORGANIZATIONS AND COALITIONS UNDER THE PARTY-LIST SYSTEM OF REPRESENTATION IN CONNECTION WITH THE 13 MAY 2019 NATIONAL AND LOCAL ELECTIONS, AND SUBSEQUENT ELECTIONS THEREAFTER
WHEREAS, R.A. 7941 entitled "An Act Providing for the Election of Party-List Representatives Through the Party-List System, And Appropriating Funds Therefor" provides that any organized groups of persons may file a petition for registration under the party-list system with the Commission on Elections;
WHEREAS, for purposes of the 9 May 2016 National and Local Elections, the Commission issued Min. Resolution No. 15-0214 , amending pertinent portions of Resolution No. 9366, setting the new deadlines on filing of the following: 1) Petitions for Registration under the Party-List System; 2) Manifestation of Intent to Participate of Existing Parties; 3) Opposition to the Petition for Registration; 4) Submission of Nominees of New/Registering Parties; and 5) Submission of Nominees of Existing Parties.
WHEREAS, the Commission, due to time constraint, experienced administrative problems in the processing, hearing and resolution of numerous petitions for registration of parties, organizations and coalitions under the party-list system of representation in connection with the 9 May 2016 National and Local Elections.
WHEREAS, Section 29, R.A. 6646 and Section 28, R.A. 8436 provides that If it shall no longer be reasonably possible to observe the periods and dates prescribed by law for certain pre-election acts, the Commission shall fix other periods and dates in order to ensure accomplishment of the activities so voters shall not be deprived of their right to suffrage.
NOW THEREFORE, the Commission RESOLVED, as it hereby RESOLVES, to APPROVE the new deadline for Party-List matters, as follows:

Let the Clerk of the Commission implement this Resolution. The Education and Information Department (EID) of the Commission is hereby directed to cause the publication of this Resolution in two (2) daily newspapers of general circulation.
